Exclusive Interview With Rail Analyst Scott FlowerThe following is an exclusive interview by David Emer with Scott Flower, who is a research analyst for Salomon Smith with 11 years of experience covering rails and all other freight transportation. What is your opinion on the Surface Transportation Board's recent decision to put tough guidelines on the Class I rail lines that will require increased competition and service quality requirements during the transition period? Do you believe that it is fair that Class I rail lines have these tough guidelines? The rules are quite nebulous and who is on the STB is more important than perhaps these rules that really do not prevent further industry consolidation. The rules have some aspect of creating political cover for the membership of the Board that they are doing things to help the shipping community, but nothing is concrete.
